How can a regular user create a folder?

If you're a user without an access to the account's settings and you want to create a folder, then go to your inbox, mark the checkbox next to any post and select create folder: With this feature a folder will be visible only to its creator. Any administrator can edit such setting in Settings > Email settings > Folders.
